So the text came out blurry - it says, "What on Earth...which language is this?  Clearly nothing western...maybe Sanskrit or Thai?"

Before everyone politely informs me that I'm an idiot for ignoring some sort of niche European dialect, yes, I am aware that some western alphabets may resemble that which the Witness is here reading - Albanian may be one example.

As for the poor quality of the text, that comes of having no Photoshop - the Old Lappy that has a copy no longer keeps a charge, so I'm relying on the dying Lenovo, which only has basic Paint.  So I copy the image into a Word 10 file, run it through a couple sharpening filters, then copy it back to Paint for the final edit to JPEG.  The result is a sharper image, but smaller dimensions.
